What decides the cost of a bunker in India

Why there is no honest price list for a nuclear bunker in India, the seven factors that set the cost, the hidden costs to plan for, and how to compare quotations.

"How much does a bunker cost in India?" is the question we hear most. The honest answer is that a custom underground shelter has no fixed price, in the same way a house does not. Two shelters for the same number of people can differ several times in cost because of the ground they sit in. What we can do is explain what drives the number, so you can judge any quotation, ours included.

The seven cost drivers

1. People and days

The number of people sets the floor area. The number of days sealed sets the water, fuel, food and storage space. A shelter for 8 people for 30 days needs far more stored water and space than one for 4 people for 14 days, even before you add comfort.

2. Protection level

Earth cover, wall and roof thickness, blast rating and door specification all scale cost. Going from a 1 bar to a 2 bar blast rating means thicker reinforced concrete, stronger doors and valves, and often a deeper dig. See blast ratings explained.

3. Ground conditions

This is the factor people underestimate most. Hard rock is slow to excavate. Loose sand needs shoring. A high water table, common near rivers and in coastal cities, needs dewatering during construction and heavier waterproofing for the life of the shelter. A soil and groundwater investigation is the first real step towards a price.

4. Site and access

Open land with a wide gate lets excavators and concrete trucks work efficiently. A tight urban plot, a shelter beside an existing building, or a remote hill site all add time and cost.

5. Life support systems

Air filtration, cooling, power and water treatment are a large share of the budget. Redundancy, such as twin air units, twin generators and automatic changeover, adds cost but removes single points of failure.

6. Timing

Building a shelter alongside a new project shares excavation, foundations and site set-up. Retrofitting next to an existing structure is usually more expensive.

7. Fit-out and options

Finishes, a medical bay, a communications room, a longer escape tunnel or a convincing cover function such as a cellar all add to the base structure.

Costs people forget

  • Investigation and design: soil testing, structural design and approvals come before construction.
  • Dewatering: pumping groundwater during excavation, sometimes for weeks.
  • Consumables: filters, batteries, fuel, water and food have shelf lives and need replacing.
  • Maintenance: a shelter that is not inspected and exercised will fail when it is needed. Budget for it every year.

How to compare quotations

Ask every builder the same questions, in writing:

  1. What protection factor is the design targeting, and how are the entrances shielded?
  2. What blast overpressure is it designed for, and who signs the structural design?
  3. Which air filtration units, and how long can the shelter stay sealed with the stated number of people?
  4. How is it waterproofed, and what did the soil investigation find?
  5. How will it be tested at handover: pressure test, filter test, full-load power and cooling?
  6. Who maintains it afterwards, and what does that include?

Red flagsA price before anyone has looked at your ground. Prefabricated steel tanks offered for wet soil. Claims that a shelter will "survive a direct hit". No commissioning tests. No named engineer.
